I am living in US now. Can not speak for other countries. But personally feeling, China is over kindness to stray cat. You may not know, stray cat is the biggest issue that breaks ecological balance. They kill birds, small mammal, almost every small animals are in their food menus. In US, animal control kills millions stray cat to keep the balance but I do not see similar org in China to help this situation. For sure, there are too many stray cats in China that need to be controlled.

That’s also the reason you can not see birds, wild goose etc a lot in China. Personally, I do notsee any issue for an organization like University to take the responsibility to take care of this dirty job.
