Time being a measurement doesn’t necessarily require a definitive beginning.
It can still be a relative framework for observing change or sequence, even in systems without an origin point. Just as we measure distances without knowing the absolute ‘start’ of space, time can be measured relatively, based on events or changes, regardless of whether it ‘began’ or is infinite.

Consider the concept of the universe itself. If we assume, for argument’s sake, that the universe is eternal and has no beginning, we can still measure time relative to processes occurring within it.
An example would be that the Earth’s orbit around the Sun defines a year. This measurement exists regardless of whether the universe had a beginning. It’s a system of relative change—marking one full revolution. The existence of such cycles doesn’t depend on the universe having a starting point.
Radioactive decay happens at predictable rates, measurable in terms of half-lives. Evenif the substance has “always” existed, its decay provides a quantifiable, time-based process.
