You don’t want to handle sick birds, whether the eggs are edible or not
So test every egg from a suspected population having the flu?

I don’t know. But USDA would not have set a policy without the scientific advise from experts. And this is not unique to the US. Culling is a normal practise in many parts of the world. The idea is to not risk further spread.
Once technology improves or treatments improve in the future this might not be needed

The 150million number you hear is the total since bird flu started being present widely in the US. That is since 2022.
Were they culling entire flocks whether there were significant infections or not?
Not sure how you would define significant. But there is no way to stop the spread in a colocated flock once its in the population. So yes. USDA stamp out policy is to cull.
You could risk not culling and let it spread and mutate etc
